Efficiency standard ADR consultation begins

The federal government wants to hear industry feedback on its latest ADR 81 suggested change to include more vehicles in the new vehicle efficiency standard

The federal government is calling for industry feedback for its latest Australian Design Rule (ADR) that is set to commence from January 1, 2025.

The New Vehicle Efficiency Standard Act 2024 (NVES Act) will begin in a couple of weeks, applying to new vehicles up to 4.5 tonnes in gross vehicle mass (GVM).

The federal government is now consulting on a new series of ADR 81 that currently only applies to vehicles up to 3.5 tonnes GVM. The proposed new series will ensure some vehicles between 3.5 and 4.5 tonnes are captured within the ADR to provide emissions testing for vehicles up to 4.5 tonnes.

Under the proposed changes, the new ADR 81 would require manufacturers of certain vehicles over 3.5 tonnes GVM to update their vehicle type approvals to include a carbon dioxide test to ensure these vehicles comply with the NVES as soon as practically possible.

This follows the federal government recently determining that a vehicle that can’t practically comply with the NVES until 2029 will be exempt unless a carbon dioxide test is specified.

The compliance with the NVES is based on a vehicle’s carbon dioxide number, which is determined in accordance with ADR 81. This revision would allow some utes and SUVs between 3.5 and 4.5 tonnes to be included in the NVES.

The government is seeking input from interested stakeholders to help inform the revised ADR 81 by 11.59pm AEDT on Wednesday February 5, 2025.
