The transition process from the old Motor Vehicle Standards Act (MVSA) to the Road Vehicle Standards Act (RVSA) in Australia has been successfully completed as the new financial year begins.
Heavy Vehicle Industry Australia(HVIA) says it recognizes that the new ROVER system still has unresolved operational issues, and the policy settings in the RVSA rules are not yet optimal for the heavy vehicle industry.
During the transition period, the Department of Infrastructure has committed to conducting a post-implementation review as part of ongoing discussions.HVIA says it is keen to engage members in this review to ensure it gets the best result for the industry.
In light of this, HVIA has invited Melissa Cashman, head of the Vehicle Safety Policy and Partnerships Branch of the Department, to present at the next round of HVIA State Committee meetings.
Cashman will discuss the Department’s plans for the review and how HVIA members can best have your views heard.

The association has also warned that for members who produce Special Purpose Vehicles to note that the ADR requirements on SPV’s are also changing on July 1 and they should check the guidance material on SPVs to ensure their vehicles remain compliant.
The Department has also released additional guidance material on loading multiple vehicles onto the RAV in a single transaction:
