TCA and NHVR deal on Electronic Work Diaries specs

Deal with NHVR sees next stage in development

 

Transport Certification Australia (TCA) is to push ahead with making Electronic Work Diaries (EWDs) fit for purpose following a deal with the National Heavy Vehicle Regulator (NHVR).

NHVR executive director of productivity and safety Geoff Casey says the NHVR had contracted TCA to progress the development and implementation of EWDs.

“The move to implement EWDs follows a significant level of planning and preparatory work performed by the NHVR and TCA over the last 18 months,” Casey adds.

“The EWD specifications are now being finalised as a first step in ensuring EWD systems meet the regulatory requirements for recording work and rest hours.

“This is a key step forward and one which will be of particular interest to the telematics industry and we are encouraging them to be involved.”

The deal marks the start of TCA’s ongoing involvement in the initiative.

“TCA is excited about the benefits of the EWD and we look forward to working with the NHVR in making this happen over the coming years,” TCA general manager operations Peter Girgis says.

The organisation sees EWD service provider certification stating in 2017, with transport industry use soon after.

Telematics service providers will be required to seek certification of their systems to participate in the delivery of EWDs.

“We will work together with industry and telematics service providers to develop and implement a system that meets our requirements to enhance safety, as well as enhance productivity outcomes,” Casey says.

The move follows legislative changes two months ago.

 “With the passage of the Heavy Vehicle National Law (HVNL) Amendment Bill through the Queensland Parliament in mid-September 2015, the legal enablers to implement EWD for use by transport operators – to replace the need for paper-based work diaries – are now in place,” TCA CEO Chris Koniditsiotis says.

 “As this is a major technological and regulatory reform, the implementation of EWD will involve coordinated activities not only between TCA and the NHVR, but with road and transport agencies, police and other stakeholders.”

“TCA will continue to engage with both the transport and telematics industries during the implementation of EWD.”
