More National Heavy Vehicle Regulator (NHVR) on-road officers will be using real-time compliance technology after its initial launch in Victoria was seen as a success.

The regulator says the Regulatory Compliance Mobility Solution (RCMS) reduces paperwork and time spent during roadside intercepts and will be rolled out in South Australia, Tasmania and the ACT over the coming weeks.

The mobile application delivers real-time information such as heavy vehicle registration numbers, driver’s license details and other information from the regulator’s database to NHVR’s safety and compliance officers while they are on the move.

Supervisors and system administrators monitor information and intelligence via a desktop version of the application as it is captured in the field.

"The RCMS replaces the current paper-based system, allowing our officers to make better, more informed decisions in a more efficient way, keeping roads safe for all users," NHVR chief operations officer Paul Salvati says.

"Through the RCMS all documentation can be immediately emailed to drivers and operators, including fines, defect notices and direction notices.

"We ask that operators ensure their drivers have current and active email addresses.

"Decreasing the use of paper at the roadside makes things simpler for operators and officers alike, reducing the administrative burden and giving access to more data and background.

"The RCMS program has improved productivity and efficiency at the roadside in Victoria and operators will start to see these improvements flow on to other states.

"With records available immediately to authorised officers in other locations, over time, low-risk operators and vehicles will experience fewer and shorter intercepts and a more seamless experience across state and territory boundaries."

RCMS technology ensures the consistent and streamlined delivery of regulatory services, which focuses on a risk-based and intelligence-led approach that targets the greatest safety risks, the regulator notes.
