The National Heavy Vehicle Regulator (NHVR) has revealed the introduction of a new exemption notice for seatbelt buckle covers in heavy vehicles.
As part of the new National Heavy Vehicle Standards (Seatbelt Buckle Cover) Exemption Notice 2025, the notice provides clarity on the use of seatbelt buckle covers.
The NHVR says it ensures that all passengers, regardless of their physical abilities, can travel safely and is intended to assist customers who need a seatbelt buckle cover for passengers with disabilities or medial conditions.

“These passengers might attempt to unbuckle their seatbelt while the vehicle is in motion due to their disability or complex behaviour, potentially creating unsafe situations for themselves, the driver, and other road users,” the NHVR says.
“This initiative reflects the NHVR’s ongoing commitment to enhancing safety and compliance within the heavy vehicle industry, addressing emerging challenges and supporting diverse community needs.”
The notice exempts a heavy vehicle that is fitted with an approved seatbelt buckle cover(s) from the requirements of the Heavy Vehicle Standards National Regulation.
Now in place and operational, the notice expires on June 16, 2030.
